 KEY QUALIFICATIONS: Expertise in ERP design and implementation, general business management, financial management, computer programming, business analyses.  Over eight years of direct work and consulting experience with NGO leaders in a variety of projects aimed at developing sustainability: agriculture, SME, micro-credit, cooperatives, home improvements, cultural, health-related projects. Worked with local and central governments, civil society, private sector, banks, mass-media, and other development partners. Created project and financial reports. Direct involvement and support to create project proposals and general policies. Over ten years of experience developing and implementing computer-based projects, financial management and accounting programs for private businesses and USAID-funded projects in twelve countries: Albania, Bulgaria, Macedonia, Montenegro, Romania, Kenya, Uganda, Tanzania, Malawi, Honduras, Siberia, Azerbaidjan.  Five years of preliminary field financial auditing experience of USAID-funded international development projects. Eleven years of general management experience as owner of five diverse businesses with 25+ employees. Excellent knowledge of Balkan region culture and values.                            Involved in company management.  Wrote food-safety (HACCP) procedures.

                           Business Software consultant for the following modules: Accounting, Inventory, Accounts Payables, Accounts Receivables, Banks, Petty Cash, Payroll, Budgets. Implemented programs and trained personnel for National Oil Company and Workforce National Agency.

Created field office accounting system, wrote and installed accompanying programs, and trained project staffs in Albania, Bulgaria, Macedonia, Montenegro, Romania, Kenya, Uganda, Tanzania, Malawi, Honduras, Siberia, Azerbaidjan. Provide ongoing support to field office staff including writing training manuals, training of new staff, troubleshooting technical and computer problems, and periodic updates and refinements to programs.  Travel to project sites as needed, made preliminary auditing.  9/94 – 11/98       Cooperative Housing Foundation (CHF), Deputy Director, Romania

Performed general management tasks for a $2.5 million USAID financed technical assistance program with a heavy agricultural component. Hired, trained and supervised local employees. Managed financial administration; created computer program for project accounting. Established relationships with regional NGOs, identified their interests and needs; provided organizational and management assistance to local NGOs, to achieve self supporting activities. Coordinated activities with CHF/Washington and other Cooperative Development Organizations (CDO).  Helped program planning and program strategy development, identified program development opportunities. Liaison as appropriate with local and central government, international institutions, banking sector. Contacted mass media to present the program and public relations. Provided financial reports and assisted program reports creation to CHF/Washington and USAID.

8/96 – 11/98       Cooperative Housing Foundation (CHF), Micro-finance program administration, Romania

Created a computer-based accounting system to manage micro-finance program in compliance with USAID guidelines.  Established complete computer-based recordkeeping system to track entire process of lending program from application to evaluation, lending, monitoring, and collection. Carried out detailed loan analysis for selected loan applications.

1/90 – present    3C-Waldomar SRL, Owner, Romania

Established one of the first private companies in Romania following revolution of December 1989. Developed business and marketing plans, hired and trained employees, established administration and accounting procedures, public relations, liaison with authorities. Wrote accounting, inventory and other database administrative software.  Under the umbrella of 20+ employees parent company gained hands-on management, marketing, finance and human resources experience from diverse business activities over the last eleven years. Traveled extensively, in order to find new business partners, all over Europe: Germany, Austria, Hungary, Yugoslavia, France, Greece, Norway, Denmark and Sweden.
